After 30+ years of providing high-quality engineering, design, and permitting services to Gulf Coast communities, Covington can safely and efficiently maximize your capital spend by right-sizing up or down to meet project requirements and stay responsive to your needs.

Gulf Coast Expertise

Situated in the heart of the region, Covington is deeply committed to the success of all Gulf Coast communities—because this is our home, too. We provide essential services such as water, wastewater, stormwater, roadway, and sidewalk repairs and improvements, wherever and whenever they’re needed. Our expertise also extends to structural evaluations, environmental services, coastal engineering, and other professional solutions—delivered with a deep understanding of the local landscape and its unique challenges.

Proven Engineering and Design

Covington brings decades of design and engineering services experience for a wide range of municipal infrastructure projects. Across Mississippi, repeat clients include City of Gulfport, City of Pass Christian, City of Diamondhead, Harrison County Board of Supervisors, Long Beach Water Management District, and more. This work includes coastal engineering services to  protect, restore, and manage the region’s beaches and shorelines, and develop resilient waterfronts, facilities and infrastructure.

Strong Relationships and Knowledge of Regulatory Agencies and Requirements

Having designed and provided engineering services on municipal infrastructure, water and sewer utility systems, roads, and other public works for decades, we have developed excellent knowledge of the local regulatory environment. Our existing relationships with federal and state agencies allows us to expedite project completion by identifying and navigating environmental, permitting, and regulatory hurdles on the front end and resolving funding compliance and closeout issues before project completion.

Grants/Funding Specialists

Covington’s staff are adept in supporting the identification, submission, compliance, and reporting of appropriate funding opportunities to supplement local funding and get more projects done. Programs include Gulf of Mexico Energy Security Act (GOMESA), American Rescue Plan (ARPA), Federal Emergency Management Agency (FEMA), Mississippi Emergency Management Agency (MEMA), and others for compliant project delivery of important municipal improvements.

Environmental Projects

Covington’s expertise in delivering local environmental projects include all types of restorations, ecological assessments, wetland delineations, Brownfields project management, soil and groundwater assessment and remediation, geospatial analysis and design, and regulatory compliance investigations. Our team’s environmental planning and regulatory permitting experience includes Environmental Site Assessments (ESAs), site investigations, remediation, and environmental permitting, as well as NEPA environmental assessments to satisfy funding requirements.
