The area in the vicinity of Turnberry Drive and Turnberry Way has experienced an increase in flooding as development in the area has increased. The initial Design Study identified a series of improvements to alleviate flooding including lowering the water surface elevation of a retention pond, installation of additional culverts at roadway crossings, channel excavation to establish grade as well as lowering of the road elevation. As Construction Plans for the design were prepared, the improvements were elevated to be phased and ultimately a portion of the recommended improvements were constructed with the remaining being cancelled due to a lack of cooperation from local property owners.
With only a portion of the identified improvements constructed, flooding in the area continued to be an issue particularly during high intensity storm events. With collaboration between the City and Covington, a large tract of land was identified as low-lying and seemingly undevelopable and is currently being investigated for use as a detention pond. Preliminary findings from the hydraulic analysis have yielded a reduction in flooding in the vicinity. The remainder drainage basin is still being investigated to quantify the further downstream reduction in flood elevation in consideration of the additional storage volume provided by the retention pond. As is usually the case, unforeseen circumstances necessitate a creative design approach by Covington to satisfy any and all constraints to problem solving.
